The pet is the ranger's profession mechanic. NPCs that fight alongside the ranger, with their own user interface that can set basic behavior modes and activate a skill. Four pets in total can accompany the ranger (two for fighting on land, two for aquatic), but only one pet will fight at a time.

Danikat.8537. Race doesn't make any difference to the game mechanics, all characters of the same profession play the same regardless of their race. But I think the lore and culture of the norn is more suited to a ranger than the charr. A charr ranger could work too of course, but they would be a bit more of an anomaly.
And they have had trouble with "just a reskin". The Hall of Monument reward reskins are supposed to have zero game impact. However, in practice, either the non-HoM or HoM pet has often been superior to the other, including longer break bars for one of the moas (then the other), and so on.
Compared with Guild Wars 1, Guild Wars 2 is rather uninspired in the ranger pet department.
